Up to 90 days in any 180-day period from first entry. Transit C only for the time needed to pass through.

As issued. Multiple-entry C: 6 months to 5 years if they show frequent travel and they will leave on time.

About This Visa
Indian ordinary-passport holders need a Visa C unless they already qualify to skip it (see Who can apply). Montenegro is not Schengen and has no resident embassy in India. Usual staff path: VFS Global New Delhi (Shivaji Stadium Metro, mezzanine, Baba Kharak Singh Marg, Connaught Place). Do not use visa.vfsglobal.com/ind/en/mne — it does not load. Use https://www.vfsglobal.com/one-pager/montenegro/india/english/. The Honorary Consul in India is not the visa counter.
Where Montenegro has no mission, MFA says Serbia or Bulgaria can take a file under the representation agreement. India now lodges at VFS New Delhi; the VFS one-pager says the Consulate General in Istanbul decides.
Documents Required

- In person. Third-party lodging is not allowed (VFS). Signed form. Passport valid at least 3 months after the visa, issued within 10 years
- One colour photo 35 × 45 mm (VFS: under 1 month, white background, face 70–80%)
- Purpose: guarantee from a natural person, or invitation from a legal person, a Montenegrin authority, or an event organiser. Hotel or paid tour is extra evidence MFA allows, not a substitute they list instead of purpose proof
- Funds at least EUR 50 per day of the stay (bank letter, cash, cheques, cards)
- Health insurance. Consular fee receipt (VFS ICR)
- Optional on MFA: accommodation booking, return ticket or vehicle papers. VFS may also ask ANB consent
