Indian ordinary-passport holders need a visa. They are not on the official tourist eVisa nationality list. visa.visitsaudi.com: if the nationality is not eligible, contact the nearest Saudi embassy. my.gov.sa: tourists from non-eligible countries complete visa procedures at Saudi missions abroad.

Usual staff path: apply on the MFA visa platform https://visa.mofa.gov.sa (visitor services — visa from Saudi missions abroad). Choose insurance on that platform and pay. MOT: tourist visa fee SAR 300. MFA Enjaz table: electronic processing USD 10.00 plus bank service USD 0.50 per visa, not refunded. That processing charge is not the government issue fee. Tourism, family or leisure visits, and Umrah (not Hajj). No paid or unpaid work.

All tourist applicants (MOT regulation)

• Visa application form and supporting papers
• Passport valid at least 6 months (bilateral passport rules may differ)
• Medical insurance approved in the Kingdom
• Register an address in the Kingdom
• Pay the visa fee
• Biometrics during the application or on arrival
• Under 18: travel with a guardian or a safe companion

If the nationality is not on the Visit Saudi list — MOT also asks

• Return ticket, including the flight itinerary
• Accommodation booking in Saudi Arabia, plus a residence address in their own country
• Employee identification certificate
• Proof of funds: bank statement or salary certificate

A licensed Ministry tour package can replace some of those papers. Follow the MFA form if it asks for more.

Use this only if they qualify. my.gov.sa: holders of a valid United States, United Kingdom, or Schengen visa may apply for a tourist visa on arrival. MOT regulation: that visa must be a tourist or business visa, and they must have used it at least once to enter the country that issued it. First-degree relatives travelling with them are included.

MOT also lists: permanent residence in the US, the EU, or the UK (and first-degree relatives with them); or a GCC residence visa valid at least 3 months in a profession published on visitsaudi.com (and first-degree relatives; domestic workers only with their sponsor).

Indian nationality alone is not visa-on-arrival. The 66-country eVisa list is separate, and India is not on it. Confirm the qualifying visa or residence at the counter. Fee is still the tourist visa SAR 300. Entry is not guaranteed.

MOT — qualifying visa or residence

• Passport valid at least 6 months
• The qualifying US / UK / Schengen visa (used at least once) or the listed residence card
• Medical insurance approved in the Kingdom
• Pay the tourist visa fee

Carry return ticket, hotel, and funds. Immigration may ask for more.
